Formal Lend-Lease started in March 1941, preceeded as I have noted by Destroyers for Bases in 1940. China was made part of Lend-Lease in April 1941, but deliveries took months to kick off.
The AVG aircraft were purchased by the Chinese under the "Cash and Carry" provision of the Neutrality Act of 1939, from a batch the RAF had purchased but did not want. The 1939 Act allowed for arms trade with belligerent nations on a cash-and-carry basis, thus in effect ending the arms embargo. Furthermore, American citizens and ships were barred from entering war zones designated by the President, and the National Munitions Control Board (which had been created by the 1935 Neutrality Act) was charged with issuing licenses for all arms imports and exports. Arms trade without a license became a federal crime.
The Neutrality Act of 1939 was repealed by the Lend-Lease Act.
So the original AVG P-40B/C would not be "lend lease", but it is presumed all subsquent aircraft might be.
Frankly, David, a good case could be made for extending the same "predecessor courtesy" to 1939 "cash & carry" as we did for "Destroyers for Bases" although the connection certainly isn't as tight.

John, I think you have a point in that the spirit behind these acts does join them together and the lend- Lease act is in this respect the replacement for Cash and Carry in each supplying equipment in the fight for freedom so yes, lets go for it and make that connection to allow the AVG aircraft here.
If I get on well with the Mustang, then I might do a Marchbox P40N in Chinese Nationalist markings as well. It's probably closer to the intent of the GB than the AVG Hawk 81 (which would be the new tool Airfix).
I have Revell's old 1/32 Martlet/Wildcat stashed.
IIRC, it's fairly simple, and has quite a low parts-count, for something of that scale.
If I build it pretty much OOB, and don't get into re-scribing (unfortunately it has raised panel-lines) - should be able to finish in time....
If I can finish off the two kits currently on my bench, by mid-December, I'll jump in with the chunky little fella.
Its a pity I mistimed my Mohawk build as that would have been ideal for this GB, however I was a lot more than 25% through the build when the GB started :( never mind, I'm sure I can find something else in the stash
I would like to just say sorry for the lack of progress on my kit and that i havent given up on it. As i have mentioned in my build thread due to working in a supermarket ive been working non stop recently due to it being the horrible time that is Christmas and just havent had time to do anything really.
Thankfully next week it all dies down and ive got fewer shifts for awhile which shouldmean i then have time to get it done and more modeling time in general, i am determined to get this one done as i havent been all too good on the GB front recently Just thought id give a little update to show i am still here and ttrying to get this one moving

8 finishers, 9 models built and some really interesting builds that DNF for one reason or another.. I'd call that a good GB! Lots of fun and thanks to David and Justin for leading it.
