We are now coming up to the three month window to confirm this GB unfortunately just two of us have declared so we need another six before I can PM John about this.

I am greatly confused about "long lead time" and "three month window" statements.

The only limit is paragraph C.4 of the Guidelines: "Proposals should be made 4-6 weeks, but not more than 6 months, before the proposed date."

See also paragraph C.6, at the bottom: "If, after a couple weeks, the proposed GB hasn't generated enough interest, let it go. See A.7."

I'm sorry, but this GB is a poster child for why we made certain philosophy statements and put the 6 month limit in the Guidelines. It has been dragging on since April 2014, witness 8 pages of posts, never finding enough to start, or even to settle on a start date, and the current poll puts the possible start date near the two-year mark.

Let it go - please consider a Shared Build, or a Workbench build, or an Aviation forum build.
