What is this column? and what does the star mean in it?

First time I've noticed this one.

When you make a Thread, you have the option of adding an icon/smiley to it. Andrew edited the Thread title accordingly and added a pretty star.

Ah thanks Bruce.

Is it an option activated on all the forums? Just I don't notice that column in the Workbench Window Forum or say the Aviation forum?

I have a feeling it's available when you start a thread, and so if you edit the first posting you can change the icon. I thought it was useful in the shared builds section to denote an active build.

"Enable Topic Icons" is a forum level option that is off by default.
Bruce may have enabled it when he set up Shared Builds and thus it shows as an option on any threads in Shared Builds.
Andrew cites a good purpose/use for it in SB; I don't see it in Group Builds, however.

It might be handy in a Blitzbau, to flag up an active build.

Possibly, but we have an informal convention already with the ** message ** alterations to the title line
