Germany, Treaty of Versailles and how it was avoided

Hi all
Im the distant past I learnt that Russia was used as a testing ground for tanks or guns or aeroplanes, cannot remember which, but it was to avoid western Europe eyes.

If anyone can jog mymemory as to what weapons of war were trialled in Russia, I shall be gratefull.
